Cosmetic Product Safety Report (CPSR)

CPSR is the most important part of ensuring the safety and compliance of your products with EU regulation 1223/2009. Its content is described in Annex I of the Regulation and it consists of 2 parts:

  1. Cosmetic product safety information
    1. Quantitative and qualitative composition of the cosmetic product
    2. Physical/chemical characteristics and stability of the cosmetic product
    3. Microbiological quality
    4. Impurities, traces, information about the packaging material
    5. Normal and reasonably foreseeable use
    6. Exposure to the cosmetic product
    7. Exposure to the substances
    8. Toxicological profile of the substances
    9. Undesirable effects and serious undesirable effects
    10. Information on the cosmetic product
  2. Cosmetic product safety assessment

Compiling the CPSR is also the most demanding and time-consuming part of the whole process, which requires cooperation between the producer, raw material suppliers, packaging suppliers, labelling designers, testing laboratory and your regulatory consultant. Because of the complexity and amount of information to be provided and because of the dependence on many parties involved in the process, it can take anywhere from a week to a couple of months.

Product Information File (PIF)

The Product Information File (PIF) consists of the CPSR and some additional information about the product, its manufacturing process and the producer, as described in Article 11 of the Regulation.
